The Civil Registry and Migration Department (CRMD) of Cyprus is the central authority entrusted with processing applications related to residency & citizenship in Cyprus, and is based in the country’s capital city of Nicosia. The CRMD is responsible for issues related to the entry and legal residency and/or citizenship, employment applications of Non-Cypriot nationals. It processes applications from individuals of vast backgrounds who wish to relocate to Cyprus temporarily or permanently. The CRMD together with other stake holders in Cyprus is also tasked to form policies and complement other governmental institutions. 

History

The CRMD was endowed with less competences prior to its merge with the Migration, Registration and Election Services, which were originally part of the Ministry of Interior. Prior to the amalgamation of the two departments, the CRMD had significantly less responsibilities, which were largely based on civil registration matters.

In 2003, the CRMD became a significantly larger department with more competences and responsibilities. The increase in movement of people in and out of Cyprus, due to Cyprus’ entry into the European Union in 2004 as well as Cyprus’ location at the crossroads between Asia, Africa and Europe, led to a greater demand for a larger institution dealing with Cypriot migration affairs. 

Competences

The CRMD has several responsibilities related to civil registration as well as immigration into Cyprus. It is entrusted with maintaining the civil registry, including the central civil marriage registry and the civil union contracts registry. It also has the power to grant Cyprus citizenship to third country nationals on the basis of Cypriot law, as well as to issue Cypriot passports, identity cards, and certificates, whether on the basis of asylum, residency, marriage or civil union law.

Since the CRMD handles applications for any type of entry and residence into Cyprus, the department sees to the migration concerns of several people, including third country nationals wishing to obtain Cypriot citizenship through naturalisation, through investment, marriage or civil union, or refugees and asylum-seekers. It also has the competence to impose administrative fines on those breaching migration law, such as employers who illegally employ foreign students.
